How would you correct this bugger ?

I think we are comparing one benefits package with another, despite the change being made to the ‘eligibility requirements’.

Therefore I would change the end of the sentence to read, “than that of other major retailers”

You’re right that this is a comparison error question, but you’re just a little off on your proposed fix. Change the end to say, “…benefits package, an offering that is more generous than those of other retailers.” The other retailers are plural, so their benefits packages must be plural.
